OUCeL Governance Process

Representative Membership Format:

• Representative membership is open to up to three individuals from each publicly-supported university in Ontario that can fulfill the mission of OUCeL. A lead representative will be confirmed by the appropriate institutional executive head* at each university. The lead representative will be an individual who holds a senior position of responsibility and influence with regard to eLearning initiatives within the institution who will act as a single point of contact with their university when necessary.
• OUCeL institutional representatives will be identified on the OUCeL website and will have voting rights for OUCeL elections.
• OUCeL institutional representatives are expected to attend annual summer and winter meetings, or to delegate participation to a colleague.

* An executive head is understood to be a senior executive/academic leader responsible for the eLearning portfolio at the institutional level . (e.g AVP T & L or CIO).

Note: Additional leaders and/or senior staff in the domain of elearning at each institution are also welcomed to the community, encouraged to subscribe to the listserv, and to participate in OUCeL activities. Additional institutional representatives or designates may attend events, depending on the event/available space.

Representative Member Identification Process:

OUCeL supports a process of self-nomination for representative members. Active OUCeL members at each university are asked to coordinate on-campus to facilitate completion of the membership form. Should more than two representatives submit self-nominations for any university the individuals will be consulted or referred to the appropriate executive/academic leader at their university for resolution if needed.

Stewardship Committee Election Process:

• OUCeL elections occur via an online election platform.
• Nominations for the six-member stewardship committee are received via electronic form over a two week period, with all Institutional Representatives eligible for nomination.
• On an annual basis, or as needed, institutional representatives are invited to vote on membership of this committee, whose responsibilities are outlined below.
• The membership of the stewardship committee will serve a minimum two year term, but are welcome to stand for additional terms.
• The stewardship committee in turn elects from itself, three executive positions , through which individual progress in sequence: Incoming Chair, Chair and Past Chair. Past Chair is an ex-officio position.

Stewardship committee responsibilities are as follows:

• Participate in online meetings for planning events and other OUCeL activities (~six per year)
• Attend OUCeL Summer Institute and winter meetings
• Respond to eCampusOntario or other provincial/organizational requests
• Engage in meaningful effort to ensure OUCeL’s current and future success
• Address other administrative needs and organizational functions as required
