The My Computer Applet is a Java based tool that allows WebCT users (mainly instructors) to upload files to WebcT.

Some times this tool is not visible. It is normally found in the third horizontal position in the "Content Browser". When it is not working it can be replaced with an X, or a coffee cup or orange icon.

Be sure you accepted, ran or trusted the all Java security alerts!

[edit] Quick fix that makes a bit more work down the road (for instructors)

Go into your course > click "Manage Course" > "Settings" > "My Computer Applet" set it to false and save it. This will swtich all members of the course from using the less reliable Java tool to the more robust conventional file upload system.

Remove everything Java, or JRE in Start > Control Panel > Add/Remove programs. Go to Java.com and re-install Java, reboot the machine, and go download version Java.
