When you request a blank course and first log into it you will be asked if you would like copy an existing course, import a backup, or create a blank course.

You will be asked to select which tools you want. You can learn more about WebCT's tools in the WebCT Tools Category. Each course automatically has a Course Content Page and you do not need to choose any tools in order to add files to WebCT.

Once the course is created you can added content to the "Course Content" while in the "Build" tab. It is recommended as a best practice that you add files as PDFs. More information can be found in the article Making PDF documents
