You can add a TA or Section Designer by going to the "Teach" tab > Grade Book > Enroll Members > enter the TA's WebCT username (AKA Badger ID or Brock E-Mail prefix), check off "Teaching Assistant" or "Section Designer" (or both, whatever is appropriate) and press "Enroll". If the correct person is then listed at the bottom of the page press "Save".

This will give the TA access to your course in both "Teach" and "Student View" but your TAs do not have access to things like grades, assignments and test results unless you enable this level of access under Manage Course > Settings > Teaching Assistant Settings.
